Description of Services
The Canal Winchester Division of Stormwater is dedicated to providing the citizens of Canal Winchester and the environment with the collection of stormwater in the most economical, safe and reliable manner in the present and for the future. The Division of Stormwater has over 36 miles of storm sewer collection mains and more than 1,750 storm sewer structures throughout the city and is operated and maintained by the various other Divisions collectively within the Department of Public Works.
As a part of the 1972 Clean Water Act, the United States Environmental Protection Agency established storm water rules for small municipal separate storm sewer systems (MS4s) called the NPDES Phase II Storm Water Regulations. These regulations were developed to reduce the discharge of pollutants, protect the aquatic life and satisfy the appropriate water quality requirements of the Clean Water Act and include the following six minimum control measures to obtain compliance:
• Public education and outreach
• Public participation and involvement
• Illicit discharge detection and elimination • Construction site runoff control
• Post-construction runoff control
• Pollution prevention and good housekeeping
The city has adopted a Stormwater Design Manual that establishes design criteria for stormwater facilities within the City of Canal Winchester in conjunction with city Code Section 1125.08 and the
Ohio Environmental Protection Agency
NPDES Phase II Stormwater Program. While adherence to the manual will not stop flooding or prevent damage caused by flooding, it does establish a basis for design which will:
• Minimize the damage and inconvenience of flooding;
• Provide drainage systems which will continue to provide benefit over the long term;
• Minimize the expense of maintaining the drainage facilities within the city;
• Reduce non-point-source pollution;
• Minimize new impacts on engineered and natural drainage systems;
• Prevent or reduce impacts to stream and river ecosystems.
